The Former President's Progressive Warning Misses The Continent's Real Danger: Economic Stagnation.

The recent US national security strategy presents a misguided assessment of the European Union. It claims that open-border policies and what it terms "progressive" policies pose an grave threat to European civilization. Yet, this argument rests on a serious misreading of the situation. The true danger facing Europe is not cultural but technological and economic backwardness.

The Stark Growth Divide Between Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, US GDP surged by 87%, while a mere 13.5% growth for the EU. During this period, European income per person fell from 76.5% to just half of the US level. Strikingly, even Mississippi now boasts a greater average income than major EU nations like Italy and France.

Today, about 50% of the world’s top fifty technology firms are American, while only four are from Europe.

The Innovation Shortfall: The Core Problem

This widening disparity is driven by stronger efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly American. In the last five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus just 14 in Europe.

This gap raises a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Experts widely agree it is largely a two-horse race between the United States and China, with Europe starting at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

Several key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. Europe has yet to establish a genuine capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these hurdles, one can find reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance serious reform. Key analyses on European competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, these assets might enable much higher degrees of commercial innovation.

The continent retains significant advantages: high-quality workforce, excellent schools and universities, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now faces a decisive crossroads. As the saying goes, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent decline in world influence.
